Hey, does anyone know if there is a certain amount of time an officer has to serve before going from O-1 to O-2 to O-3, etc.?

I was promoted from CWO3 to LT.  I was a CWO2 for four years and a CWO3 for one (requirement for CWO to LT was to be on the promotion list for CWO3.  My LT commission was temporary and I actually retired as a CWO4 (Permanent)/ LT (hence the LTGunner). I was up for promotion to LCDR and I decided to retire vice integrate and continue service. 

Yes, there is a time between promotions for an Officer to be in zone for promotion.  From the most recent Officer Promotion Authorization Listing (OPAL) no. 04-07, paragraph 9 states:  LT promotions normally occur 30 months from the LTjg date of rank. LTjg promotions normally occur 18 months from the ENS date of rank. Law limits the number of LCDR and above promotions, and the number is authorized each year by Commandant. Each controlled grade can only comprise a certain percentage of the total officer corps.

Promotion flow point:

Promotion flow point is the average number of years of commissioned service (ensign date of rank) officers have when promoted to the next higher grade. Here’s a quick chart of average promotion times for USCG / USN:

Promotion Flow Points

To Grade of   Promotion Flow Point
CWO3   After 4 Years as CWO2 (Permanent)
CWO4   After 4 Years as CWO3 (Permanent)
LTJG   2 Years
LT   4 Years
LCDR   9 to 11 Years
CDR   15 to 17 Years
CAPT   21 to 23 Years

USCG its normally 18 months, USN 2 years; or so the site I referencened states:

I pinned on O-2 exactly 18 months after pinning on O-1. I pinned on O-3 exactly four years after O-2. You get looked at for O-4 around five years after pinning on O-3 and it can take up to two years after that to pin on.

Was stationed with Cadmus 62-63 at the yard.  Know he stayed there for awhile, but don't know after that.  Do know he's now retired and in Washington state.
